ではなぜギリシャはユーロのメンバーになりたかったのか？そこには対トルコに根ざす深刻な問題が横たわっている。ギリシャはオスマン･トルコに約400年間占領されていた。過酷な占領時代には人口の約４分の１が虐殺された。壮絶な独立戦争の後、独立を果たしてからも軍事的ないざこざは耐えない。ギリシャにはＥＵの傘下での保護が必要不可欠だった。トルコは軍事国家の側面が強く、領空侵犯は日常茶飯事。戦闘機のスクランブルだけでも莫大な費用がかかる。海洋権益の問題も揉めている。実にギリシャは1年に40億ユーロも防衛費につぎ込んでいるのだ。全体の予算に対する防衛費の割合は巨大すぎて、小国でこんな軍事費を割いている国は欧州で他に存在しない。移民対策もそうだ。欧州の玄関口となるギリシャには毎日大量にアフリカ、アジアからの不法移民が船で押し寄せる。２５００もある島々の海岸線をヘリで見回るのは、穴の開いた財布を持たせられているようなもの。「手分けしてほしいなら、ＥＵには加盟してね」と言われてしまった。またこの戦闘機、潜水艦、ヘリなどの大半はドイツから購入しているのである。ここ数年で購入した潜水艦だけでも60億ユーロ！実にギリシャはドイツの最大のクライアントなのだ。
